Unknown man and woman
The picture is of a man and woman sitting in a hall.

They are obviously preparing for a celebration of something.

There are flags - one has a harp on it.

There are also pictures on the wall.

This photo may be from New Zealand or Manchester, UK or Middlesex.

Please is anyone able to date it, what are they commemorating? say where it may be.

It was found in a great aunt's box after she died but no-one has any idea of who the people are or what they may be celebrating.

Based on the flag with harp I'm going to say Northern Ireland.
Can't tell, of course, the color of the flags, but the harp is definitely Irish.

That particular harp on a green background was the flag of the Confederacy of Ireland in the 17th century, and the unofficial flag of Ireland in the 18th and 19th centuries.

The UK symbol in the corner with the harp...haven't been able to find a flag like that anywhere, so maybe it was specially made for the area they are in.

Looks like a stage there with a painted backdrop. A community building for all sorts of events?

Women's Institute, church group? Awards banquet? Looks like craft stalls. Is that a New Zealand flag with an Irish harp?

Looks like a fun get together where they are going to play musical chairs.
I'd ay Ireland, judging by the Harp Ensign and the saltire directly over the man's head. But the flags are a confusing mix. Next to the saltire you have the royal standard for use only in Scotland, and then two flags further over is the royal standard for use outside Scotland. Neither of those flags is usually ever seen in bunting, or flown except when there is a royal visit.

Note that the off-looking Union Jacks are perfectly normal ones, but blue did not show up on early black and white photographs.

My guess is that the photo is of a small town's local celebration of a royal or imperial event - possibly a concert to commemorate Queen Victoria's Diamond Jubilee in 1897.
