    MISS. TOWN'S FIRST BLACK MAYOR DIES CHARLES CARTER, 66, WAS IN SECOND TERM IN SUMMIT Summit, Miss. - Summit Mayor Charles Carter, the first black mayor of this southwest Mississippi town, died over the weekend of cancer. He was 66. Carter died Saturday at Hospic Ministries in Ridgeland after a two-month battle with the disease. "He was a giant in Summit's history and will be greatly missed," said Summit town board attnorney Wayne Dowdy. Funeral services will be at 3 p.m. Wednesday in the Southwest Mississippi Community College Fine Arts Auditorium. Burial will be in Greenlawn Cemetery in Summit. Carter was elected mayor in 2001 and re-elected in 2005. The town council will set a date for a special election for the term that runs until June 2009. Town clerk Pat Whittington described Carter as "very passionate about the residents of Summit, very concerned, very humble person. He was silling to help and wanted to help anybody with any problems." Survivors include his wife, Dieana Carter of Summit; two sons, and two grandchildren. In 1940, in the year that Charles E Carter was born, on November 5th, President Franklin Roosevelt was elected to a third term, defeating Wendell Willkie of Indiana (a corporate lawyer). Roosevelt running for a third term was controversial. But the U.S. was emerging from the Great Recession and he promised that he would not involve the country in any foreign war (which of course changed when Japan bombed Pearl Harbor). Roosevelt defeated Willkie in the popular vote by 54.7 to 44.8% and in the Electoral College 449 to 82.

The Amendment was both a reaction to the 4 term Roosevelt presidency and also the recognition of a long-standing tradition in American politics.
