In 1882, in the year that Ethel Brown was born, on August 3rd, President Chester Arthur signed the 1882 Immigration Act. "Criminals, the insane, or any person unable to take care of him or herself" were not allowed in the U.S. according to the Act. It also imposed a "head tax" on non-citizens entering the U.S.

In 1923, when she was 41 years old, the Teapot Dome scandal became the subject of an investigation by Senator Walsh and severely damaged the reputation of the Harding administration. Secretary of the Interior Albert Bacon Fall was convicted of accepting bribes from oil companies and became the first Cabinet member to go to prison. At the time, the Teapot Dome scandal was seen as "greatest and most sensational scandal in the history of American politics".
