Susan Carter of VIC Australia was born in September 1868 at Sandridge Beach to Samuel Carter and Margaret Bradley Carter. She had siblings Margaret Jane (Carter) Le Busque, Samuel Charles Carter, Mary Merrington (Carter) Lucas, Lavinia Rawle Carter, Bernard Carter, William Henry Carter, Charles Rawle Carter, and Alfred Ernest Carter. Susan Carter died at age 1 year old on June 19, 1870 at Sandridge Beach.

The Fourteenth Amendment guaranteed African Americans full citizenship and equal protection under the law. It also gave all persons in the United States due process of law.
