Fred was born in 1925 and raised in Madison, New Jersey. He entered the Navy's V-12 Program in July 1943 at the University of Pennsylvania for three terms and then went to Navy Midshipmen School at the University of Notre Dame where he was commissioned an Ensign, USNR in October 1946.
After transport to Hollandia, New Guinea Fred reported for duty with LCT Group 24, Flotilla 8, 7th Amphibious Force, South Pacific. He served with the Group from Biak Island, Sansapor, New Guinea, Morotai Island and, Leyte-Samar and Subic Bay in the Philippine Islands. Fred served on three LCT (Landing Craft Tank) and was the Officer-in-Charge of LCT 949. He returned to the States in 1946 and went back to Penn to complete college - BS in economics from the Wharton School of Business in 1948.
From 1946 - 1950 Fred remained active in the Organized Navy Reserve with a submarine division and seamen training.
Fred's civilian career was in personnel and labor management in both private industry and the Federal Government. He retired from the latter as Director of Labor Relations for the United States Mint. After that he was director of personnel for a community college then did some management consulting work
Fred married Margaret Ruth Mills in 1952. They have two sons: Theodore Robert and David Neal.
