Wicked Witch of the East?
This is a very random photo. I do not know who the woman is, and I do not know why she is wearing a white pointed hat that reminds me of the Wizard of Oz.

This photo is one of many found in a series of old early 1900's Badger Gem family scrapbooks that were donated anonymously by a family in Green Valley Arizona. These photos seem to be of select areas including Southern California, Chico, Coronado San Diego, Long Beach Pasadena, Yellowstone National Park, Colorado Springs, Colorado, Wyoming, Ogden Utah, and the Continental Divide.

Do you recognize this woman wearing a white wicked witch hat?
Date & Place: in USA

Sometimes conical hats are seen in traditional Welsh costumes, but this is very stylized.
