William Gordon Carter was born on June 21, 1922 in Pacolet, South Carolina United States to Grady Tillman Carter Sr. and Martha Elizabeth (Fleenor) Carter, and had siblings Margaret C Cook, Grady Tillman Carter, Jr., Raymond Carter, Doyle E. Carter, Joel Dennis Carter, Betty Jean (Carter) Martin, and Donald Jerome Carter. He married Dorothy K Carter and they later separated. William Carter died at age 63 years old on March 17, 1986 in Spartanburg.

In 1922, in the year that William Gordon Carter was born, the Lincoln Memorial was dedicated in Washington, D.C. on May 30th. More than 35,000 people attended the dedication including Lincoln's son, Robert Todd Lincoln, and many Union and Confederate veterans - although the audience was segregated. The Memorial took 10 years to complete.

In 1947, when he was 25 years old, in June, the Marshall Plan was proposed to help European nations recover economically from World War II. It passed the conservative Republican Congress in March of 1948. After World War I, the economic devastation of Germany caused by burdensome reparations payments led to the rise of Hitler. The Allies didn't want this to happen again and the Marshall Plan was devised to make sure that those conditions didn't arise again.
