Women back then didn't feel that they had to move their eyebrows to a place on their face where eyebrows didn't go. Some plucked a bit, but it wasn't until the 1920s and the flapper era that eyebrows went super-thin and were more or less drawn on. Can't judge her by modern standards.

She married Franklin Charles Bacon in 1878. I don't know when she was born, but Franklin was 20 when he married her, so she was probably 20 or a bit younger. Most likely, she was born in Wisconsin since that's where they married and where Franklin was born and where he died.
