He was one of four boys in his family with older brother Robert and younger brothers Cornelius and Richard Schouten. They grew up in Castleton on Hudson, Rensselaer, New York, USA.
He enlisted in the Army on August 25, 1948, marking the beginning of his military journey. William had a distinguished military career in the United States Army, serving in the ranks for many years. He achieved the rank of E7, which indicates he held the position of Sergeant First Class (SFC) or Master Sergeant (MSG), depending on the specific time period.
William's military service spanned several significant conflicts, including the Korean War and the Vietnam War. His commitment to the Army continued until February 28, 1971, when he was honorably discharged.
On January 1, 1953 he married Eldoris Marie Hoth (1933–2017) in Alaska. The couple later moved to Middle Grove, New York, USA and were parents to five children including Linda Marie Schouten (1954-2006) and William H Schouten Jr (1958-).
